I ended up having to re download from the second link, but it might have to do with the nvidia Geforce In-Game Overlay being active while your trying to stream. I had to disable it to complete the download, so if your using a nnvidia chip GPU maybe disable this first, and if it still doesn't work then re-download.
I just run the program from your suggested link and updated, I didn’t have to uninstall existing software and all setting remained the same.
