I think Windows Media Encoder is rather outdated. Its best if you can use Expression Encoder. Expression encoder alone allows you to broadcast without needing any server, but is not recomended.
Much better way is to use IIS Smooth Streaming which you could setup for no additional price. Check out my profile if you are interested, I got some videos on Live Streaming.
